Overflow destruction card annihilates everything, please stop it.

Describe the feature

Please make the overflow destruction card to NOT work if the cell is not formatted. Please. Or maybe forbid installation of the card into unformatted drive, or maybe mark the cell formatted automatically, if said card installed. Anything to stop the nightmare.

Reasons why it should be considered

I simply forgot to partition one of 20 new cells, and started migration of all items from my old Functional Storage/Integrated Dynamics to AE2. What to say, now I have nothing, almost everything got recycled.

It took me some time to understand why my network wastes all input.

It says "make sure to partition your cells", but is not saying why and now I know. Please consider changing this behavior as it is too cruel.

Additional details

Overflow destruction card installed in unformatted cell, deletes all items incoming to network from all sources, including items dropped directly to gui, despite the fact that there are a lot of empty cells in the same and other drives.

Overflow Destruction Card should be changed to ONLY destroy types that are already inside the cell. Currently Overflow Destruction Card will destroy items that would be impossible to fit into the cell even without the card.
