Not practically. Better find another font that looks similar.
TTF stores the glyphs in a vector format as far as I know.
You'd need to convert these bitmap font files to a vector format like SVG and then use another tool to create the TTF file you can use elsewhere.
You'd also have to supply that TTF tool with a mapping of each Kanji to the SVG shape.
