Fix #83

  • add aria-labelledby and aria-describedby to the comment textarea in participation page
    • wrap comment exceeding character count error in a span for aria reference
    • only add tipCommentsRandom to aria-describedby when the page is configured to display explanations
  • move some of the texts from accessible name to accessible description
