Possibly make a separate (more compact?) way to select a rating

What I have in mind is a way to use just the override system (probably without descriptions). Shift-clicking could work, but it might cause the link to open in a new window in some browsers (since it uses a hash)

I'll get around to this eventually, but it seems that it would require separating the rater.select UI into a separate class - it's very dependent on automatic tests right now.
