GATK4 has requirement that the vcf headers for dbsnp contains a valid sequence dictionary.
We will add a step to reference data download to check that the vcf header is valid with GATK ValidateVariants and potentially fix the header using UpdateVcfSequenceDictionary and FixVcfHeader
