I scanned through the ReadMe.pdf, but it was still unclear from the pdf what this project is about, so I downloaded the code.

After browsing the code I found a link to a corresponding homepage
http://www.primevotingsystem.org/

At the homepage I stumbled upon a video that elegantly explains how the system works.

Perhaps replace the Readme.pdf with a markdown document, that links directly to video.
