Add an archiver view to the new admin

Allow setting the archived flag
Allow moving entry ownerships from users to "arkisto" user.
After flag is set, allow compressing all voting results to single fields
After compressing is done, allow removing the individual voting results (anonymity, yay!)
Add vitest unit-tests
Add APIv2 entrypoints for managing this stuff
Add APIv2 unit-tests
Check for permissions (which?)
