Description of issue

Having Basic B1 for the App Service Plan is not enough for the httpbin application. Most every time I have students that end up with a gateway timeout when trying to Browse the app service. Even if it doesn't time out, the loading wait times are always significant. Every delivery, I have many students asking if its normal for the performance to be so bad.

Can we please change the SKU from B1 to Premium V3 P0V3? The cost is almost equivalent and the performance is VASTLY superior.

@WigF1 Good points. I'll double-check the pricing and if there are any other restrictions (don't think there will be) and get back with an update shortly.
