I believe this is due to the fact that it connects to the LanguageTool API in order to check the text, and that API does not support rule customisation (or does it?).
The LibreOffice LanguageTool plugin runs a local instance of LanguageTool on the user's computer and exposes all of the grammatical rule customisation it offers. But the word processor and LanguageTool are Java programs. I don't know if that's relevant to how well integrated they are.
