Remove HISTORY and AUTHORS pages and link to release notes for changelog

Neither of these files is showing up in the docs. I also don't think it's worth it to manage a separate release notes page when we can just link to the GitHub release notes. That's what I do for ASLPrep (see the "What's New" on https://aslprep.readthedocs.io/en/latest/).
