I believe some of the distances in your matrix are wrong. From 221B to the Museum, it's 6 steps, not 7. From the Bookstore to the Locksmith, it's 4, not 7. I don't think this is a case of rules divergence because your matrix is correct that from 221B to the Inn, it's 10 steps.
Also, in the game itself, and for the purposes of optimizing play, distances shouldn't be measured in number of squares, but rather in the expected number of die rolls necessary to walk that distance. 6 squares is not twice as far as 3 squares.

Also the matrix fails to accomodate the fact that no distance from A to B can be greater than the distance from A to the Carriage Depot, since you can instead go to the Carriage Depot.
