Quick summary

Many other emulators like Duckstation (PS1), PCSX2 (PS2) and shadPS4 are using translations for the UI components primarily.
It would be great to have the same feature in RPCS3.

I myself have translated all the emulators above including RPCS3 to Swedish. I know there are Polish and Chinese translations available as well.

Either allow translations to be added via PR's or use a service like Crowdin, Transifex or similar.
Use a different repository to make this smoother.

I support this. Hell, I've already started translating RPCS3 in Italian so I'm basically ready from the get go for this, having already translated a big part of PCSX2 in Italian previously.

Hey there, former European Spanish translation attempter (2020) here.

First, I should apologize for the memes on the previous Issue that was closed after that. I was not in conditions to have a proper talk, my apologies.

Second, while I do support as well having official localizations for the project, I would like to see what's the current opinion of the dev team, considering the previous attempt ended up floundering. Over these five years I have also helped coordinate and even moderate other emulator translations, so I would be willing to offer my expertise on that regard.
