Allow line breaks in appeals [enhancement]

Presently (unless it's different for tool admins), appeals can't have line breaks. This is mildly irksome and makes lists pointless, meaning if the appellant wishes to format their appeal, they must either suffer or insert a link to Pastebin or whatnot.

Also comments can't have line breaks, despite the text area implying that they can.
