FIX: Change "Provider-Platforms" label to "Learning Platforms" on Manage Users Screen

Describe the fix
As an Admin, when I go to manage a learning platform's users, the learning platform page listing that platform's users has "Provider-Platforms > " as the breadcrumb label instead of "Learning Platforms."

To Reproduce
Steps to reproduce the behavior:

1. Log in as SuperAdmin
2. Click on Learning Platforms in the right-hand sidebar nav
3. Click on the Manage Users icon of any of the listed learning platforms (ex., Brightspace)
4. See error ("Provider-Platforms" instead of "Learning Platforms."

Expected behavior
"Learning Platforms" should be the correct breadcrumb label.
