UI: Updates to Side Navigation for Administrator and Resident #658

The order of options in the Administrator's Side Nav changed with issue #611 (#611) but there were changes that needed to be made for the Resident.

This issue addresses the logic needed for both Administrator and Resident.

Knowledge Insights (if Layer 1 is enabled)
Learning Insights (if Layer 2 is enabled)
Operational Insights
Knowledge Center (if Layer 1 is enabled)
Learning Platforms (if Layer 2 is enabled)
Course Catalog (if Layer 2 is enabled)
Programs (if Layer 3 is enabled)
Residents
Admins
Facilities

Resident Nav Order

Trending Content (if Layer 1 is enabled)
