Programs link on Nav bar behaves differently than other links when clicked.

Describe the bug
When clicking through the links on the Nav bar all behave similarly except for when Clicking 'Programs'. When clicking the links on the Nav bar the screen navigating to is greyed out with an overlay except when clicking 'Programs' the link when clicked navigates to the Programs page closing the nav bar. I provided a recording of what is occurring below.

To Reproduce
Steps to reproduce the behavior:

1. Logon as SuperAdmin
2. Turn on all layers
3. Click all links in the nav bar starting at the top and see inconsistency when clicking Programs

Expected behavior
The same functionality should happen for every link clicked.
