如图按照 https://servicecomb.apache.org/references/java-chassis/2.x/zh_CN/references-handlers/governance.html 推荐配置测试无损升级场景时，偶现一直重试重复IP

重试并不保证总是不同的实例，只是尽可能使用不同实例，详细可以看下重试选择实例的过程
可以结合前面的日志（比如实例变更的实例列表信息）等判断下是不是可能当前状态只有一个可用示例。
