Current Behaviour

When Kael'thas (https://www.wowhead.com/tbc/npc=24664/kaelthas-sunstrider) spawns a phoenix (https://www.wowhead.com/npc=24674/phoenix), It immediately starts using fireball on it's target on top of his Burn ability

Expected Blizzlike Behaviour

The Phoenix should only use Fireball during the gravity lapse. During p1 the phoenixes should only follow their target and use the burn ability.

Steps to reproduce the problem

1. Enter MgT
2. Clear trash up to one of the Sunblade Sentinels
3. Have multiple people stack in melee range
4. Observe the fel lightning timing
