According to the Compulsory Education Regulations
[EDU 14,025] Special circumstances
(1) A child deemed to be in special circumstances may be exempted from the provisions of these Regulations at the discretion of the Permanent Secretary.
(2) The parent or guardian of such a school age child deemed to be in special circumstances shall make an application on the appropriate form provided, and shall send it to the Permanent Secretary no later than 1 March of the year, if the child is known to a school community.
(3) If the school age child is “discovered” through the normal routine checks made by School Attendance Officers, the application may be submitted at an appropriate time during the year.
(4) The application shall be supported by such evidence as the Minister may require.
