EPIC: Launch Wizard

Release a unified API that supports CRUD for application dependency stacks and projects for OpenShift with a single (but extensible) getting started experience across OpenShift, OSIO, Launcher, Che and desktop tools.

• Further merge RHOAR launcher and OSIO wizard so they share a code base and the user experience is fluid from launcher to OSIO.
• Reduced technical debt and a single code base is used between Launcher and project creation wizard in OSIO
• Consistent user experience between launcher and project creation wizard in OSIO which will include OSIO specific steps in the flow.
• Launcher allows option for the user to be redirected to create a project into OSIO
• Output will be usable in OpenShift, OSIO and Che in OCP, Che on Minishift.
