Service icons not disappearing when dragged

Expected Behavior

Service icons moving when dragged

Actual Behavior

On touchscreen, when I try to scroll the services bar, the icon I press on remains in place and doesn't disappear, while the bar moves as expected. This also happens sometimes when I try to drag an icon with the mouse to move the service.

Steps to reproduce

1. Add enough services to scroll them (I'm not sure if that's required)
2. On the services bar, drag an icon vertically on a touchscreen display or drag it with the cursor
