Show the Validator node, and associated SV identity if relevant, for all parties minting Canton Coin #180

Canton Coin is designed to publicly report all information about mints, trades and balances.

There is particular interest in identifying which entities have minted Canton Coin, and their current holdings. Public visibility of this information is in the interest of Super Validators, because they want Canton Coin to be trusted, and well understood.

In addition, the Global Synchronizer ecosystem works to make Canton Coin information as transparent as possible, to avoid any perception that Canton Coin is a "privacy token", and to make it clear that the network's infrastructure providers are known entities.

On the other hand it is often convenient to create a partyID exclusively for minting coin or controlling a wallet. This can obscure the minting process and reduce trust.

The Canton topology state helps clarify party identities which nodes host each given party.

Exposing this mapping in the Scan API will add transparency and improve trust.
