rollup-plugin not running on first preview build

so I've this config:

and if I run: "start": "stencil build --dev --watch --serve"
It actually shows this:

[25:33.1]  build finished, watching for changes... in 3.91 s

But it doesn't get copied yet, not that the thing. If I make some change on code, it re-builds, that time it works (gets copied).
and I'm not sure if this is rollup-plugin-copy issue or stencil's.

I am not quite sure if I understand this correctly, mind elaborate what you would expect and what is the actual behavior?

@christian-bromann, really sorry, I forgot to disable cleaning of www directory on preview build with (empty: false).
now that it makes sense :)

for what it's worth - I'd probably use Stencil's copy job for this https://stenciljs.com/docs/copy-tasks :)
