It's necessary to provide the transaction api (api and implementation projects) in this repository with Scala code, following the same endpoints and business rules of the online-auction-java repository.

Is there any reason why transaction api project isn't available yet?

@jeduardocosta only that nobody has had a chance to port it from Online Auction Java yet. Would you be willing to submit a pull request?
