Grouping and down-selecting of events with similar gpstimes #6

Needs to be able to group together triggers with similar event gpstimes and make a selection in a timely manner.

Upon restart scenarios or late trigger scenarios, needs to correctly label events as EM_Selected or EM_Superseded
