consolidate pyproject.toml and requirements files

I would like to find a way to be able to

• update required package versions
• install the project with the pyproject.toml and fixed dependencies

implementation

renovate bot might be able to do this.

constraints

the patch to build the docs on python 3.12 cannot be shipped to pypi because it is in a git repo link
