Clean up existing repository branches.

This issue is to triage all of the open branches (stale or active) so we can clean those up and make the repository a bit more crisp. Ideally, after this cleanup, we would require most changes to go through PRs from personal forks rather than making changes directly on this repository.

Please comment below on the branches you are designated as an owner for.

Almost Certainly Deletable

• Everything under "Almost Certainly Deletable" can in fact be deleted
• v1.2 can be deleted.
• main is the legacy repository pre-WDL 1.1. It could be renamed, but should not be deleted, and renaming may break some extant links (but I think github automatically redirects renamed branches).
• mlin/implicitly-optional-inputs: this was moved to a different branch and merged in clarify how inputs with defaults are implicitly optional #464 - can be deleted.
• I will move those 3 of my branches to my personal fork when I have a chance.
• wdl-1.1.2-changes can be deleted.
• wdl-1.1.3 and wdl-1.2.1 will require merging, but those PRs are still awaiting review. Plus, Apply some fixes to WDL examples #689 needs to be merged into wdl-1.1.3 first.

Okay great. All of the above have been done, which significantly cleaned things up. That leaves two remaining items:

• we should rename main to legacy as discussed in Slack, and
• when you move those branches over to your personal fork, let me know.

After these, I'll call this issue completed.
