Issue/Description:
Currently, COSMIC Player lacks the ability to adjust playback speed during media playback. Adding playback speed control would enhance user experience by allowing users to customize the speed at which media is played.

Expected Behavior:
Seekbar to adjust playback speed dynamically. It would help if seekbar has predefined steps ranging from 0.25x to 2.0x with 0.25 as a step-distance.
