Add a new release pipeline

There is some development work going on recently, related to Presto JDK updates.
We will need to release no versions.

@wanglinsong Can you setup the pipeline now ? #283 is good to go (for the most part), so you can use the branch to prototype. It will publish a snapshot version 1.54-SNAPSHOT which we can play around with

The command to build, test and deploy to central should be -
./gradlew clean publish

To first publish to your local filesystem (~/.m2) use -
./gradlew clean publishToMavenLocal

We will need to publish all the artifacts that we previously published -

tempto-core
tempto-kafka
tempto-ldap
tempto-logging-log4j
tempto-runner
