ArcGIS REST layers: add option to enable editing when authenticated with admin account #60229

Feature description

Add an option when configuring a connection or authentication to an ArcGIS REST server to enable editing on feature layers regardless if editing is enabled in the portal when authenticating with an administrator level account.

Additional context

I use an oauth2 authentication to connect to ArcGIS Online and Enterprise. If I need to edit a feature layer with editing disabled our workflow in ArcGIS Pro is to use an admin account login which allows editing for all feature layers. To edit in QGIS(which i find >10x faster and easier than editing in Pro) i have to make a view with editing enabled or temporarily enable editing(see below). It would be really helpful if there were a checkbox option when adding a layer or when setting up a connection to enable editing if authenticated with an account with sufficient permissions.

Currently i can:
enable editing in ArcGIS portal
add the layer in QGIS
immediately disable editing in ArcGIS portal
edit the layer in QGIS as normal.
