Parameter boundaries may not be passed to scipy algorithms

A user reported that the scipy Nelder-Mead optimizer was going outside the requested boundaries.
Scipy doesn't require boundaries for their implementation so it is probably the case that the bounds aren't being properly passed through libEnsemble when the optimizer is instantiated.
