Certain countries are having poor validation

The phone number "01012345678" works correctly with the default country set to "KR" (South Korea). However, the phone numbers "91234567" for "PH" (Philippines) and "45769982" for "SG" (Singapore) do not work. Unlike the South Korean number, the formatting results for the Philippines and Singapore numbers are invalid, and the getNumberType() function returns UNKNOWN.
