Add a "reason" string to logs for "Neighbor accepted" and "Dropped neighbor"

The P2P stack adds an info log when a neighbor is added/removed, which happens quite a bit. We want to add a "reason" to this log, to help us see why this action was taken. This will likely require some refactoring to be able to pass down this "reason" through to the log line.
