Make high level polls

Create high level most important polls based on existing Polling framework

e.g. pollHead for bocks

into thorClients

Possible polls:

• Transactions -> Transaction Online :: tx.wait() waits for transaction to be included in a finalized block and returns the receipt #215
• Blocks -> Block Online :: wait for block functionality #216

would poll for an event be an idea? not sure of its use-case, but could repeatidly call /logs/event with an address/topic using best block ? i.e. polling alternative to subscription for an event
