Description:
API Manager Documentation 3.1.0 - Encrypting passwords in product configurations[1] - Doc missing information about the order that needs to be added to the [secrets] configuration section in deployment.toml file.

Suggestion:
Docs need to mention that where we need to add the [secrets] configuration section in deployment.toml file. Need to mention adding that configuration as the last lines of the toml file.
