[CDS_Toolkit][ConsentManager] - Navigate to error page when cancelling the logout

Description:
Navigate to the following error page when user click on NO button of the logout confirmation page.

But instead of navigating to the error page, user should navigate back to the consent manager portal.

Steps to reproduce:

1. Click on the logged in user name.
2. Select Logout option from the drop down.
3. Click on "No" button.
