Add Senza configuration file to allow pre-configuring most common settings (like Pier One URL) #95

The Senza user experience would be much smoother if users could configure the most important settings (like Pier One URL) in advance.

This feature was added with "stups configure" http://docs.stups.io/en/latest/user-guide/walkthrough.html#walkthrough (code is in https://github.com/zalando-stups/stups-cli-support/releases/tag/1.0.3)

Sorry, I reopened this issue as Senza is not configured by "stups configure".
