This PR:

  1. Removes scheduled/cron builds in the Github Actions CI
  2. Updates viral-core 2.3.1 to 2.3.6
  3. Fixes conda install to pin viral-core dependencies at the same time as the viral-phylo dependencies
  4. Fixes broken docbuild
  5. Adds lofreq and table2asn conda packages
  6. Bumps version of tbl2asn-forever conda package
  7. Comments out failing vphaser2 unit tests
