Adding test files for 400G ZR++ chromatic dispersion test and uncorrectable fec test #3700

These two files have the same functional tests as the following two files:

https://github.com/openconfig/featureprofiles/blob/main/feature/platform/transceiver/fec_uncorrectable_frames/tests/zr_fec_uncorrectable_frames_test/zr_fec_uncorrectable_frames_test.go

Main differences:

optics PMD, operational mode, Tx power
clean up the codes by using the existing functions of OpticalChannelComponentFromPort and ToggleInterface
add OC telemetry type check

…unction returns value in nanosecond by default, needs to convert it to second; 2) in zr_low_power_mode_test file, to use the transceiver disable OC path, the input needs to be transceiver name instead of interface name.

…ach test item has its own folder, under which 400G ZR and ZR++ test scripts are separated.
