This change makes make build capable of cross-compiling. This can be useful for external libraries.

Partially addresses storj-thirdparty/uplink-rust#87, which previously could not cross-compile.

To use or test the cross-compilation ability:

GOARCH=arm64 GOOS="linux" make build

This change makes `make build` capable of cross-compiling. This can be

My scripting isn't great but this is a decent proof-of-concept that cross-compilation is possible.
