Describe your changes
This PR included a 4-node preset network including the Galactica fork. Relies on the
thorbuilderto use therelease/galacticabranch atthoras the source code.It also includes a test that checks the peering of that network and deploys a "Shanghai" contract (that includes the new opcodes).
