This PR is related to okd-project/okd-payload-pipeline#50 and fixes okd-project/okd-payload-pipeline#51
It provides the dockerfile for an image that we can use for running the workflows in the okd-payload-pipeline without the need to download additional binaries at runtime and by allowing a single image to run all the steps.
